The 18-year-old becomes City's sixth summer signing after Raheem Sterling, Fabian Delph, Nicolas Otamendi and fellow youngsters Enes Unal and Patrick Roberts, while they are also in talks with Wolfsburg for Kevin De Bruyne.
Garcia made his Villarreal debut in the final 13 minutes of last season when they lost 4-0 to Athletic Bilbao and also appeared for the club in the Emirates Cup preseason tournament in July.

He wrote on his Twitter account, "Starting a new stage at Manchester City, thanks for everything to my family at Villarreal," and added his former club's motto, "always moving forward."
Garcia had been at Villarreal for a decade, including City manager Manuel Pellegrini's reign there, and had represented their B and C teams as well as playing for Spain at under-16, under-17 and under-18 levels.
City are yet to confirm Garcia's fee but the Manchester Evening News earlier reported that he would cost £2.1 million.
