Antoine Griezmann says he has made a decision on his future but refused to clarify where he will play next season when he spoke to reporters at France's World Cup camp in Russia on Tuesday.
Last weekend, Atletico Madrid forward Griezmann said he would confirm his plans before France begin their World Cup campaign against Australia on Saturday.
But he told a news conference: "I apologise -- I am really very sorry. I know that many of you were waiting for [his decision], but I will not be revealing it today. I have made my choice.
"However, today is not the time, nor the place, to say what it is."
Barcelona had hoped to sign the 27-year-old on July 1, when his release clause drops to €100 million, but Atletico have offered him an improved contract worth a reported €23m a year.
France coach Didier Deschamps prohibits players from undergoing negotiations during tournaments, pushing Griezmann towards making a decision.
The France forward, who scored 29 goals and created 15 others last season, was strongly linked with Manchester United last summer before a contract tying him to Atletico until 2022 was agreed.
Barca's pursuit has angered Atletico, who in December reported them to FIFA for making an alleged illegal approach and followed up with a statement in May that said "enough is enough."
But last week Lionel Messi said he was sure he would link up well with Griezmann were he to move to the Camp Nou.
Meanwhile, Atletico are reportedly close to concluding a deal for Griezmann's France teammate Thomas Lemar, who could move from Monaco for around €60m.
